PP 28/2025 resmi mencabut PP 5/2021 sejak 5 Juni 2025 dan memperkenalkan sistem perizinan berusaha berbasis risiko yang lebih terpusat. Meskipun tetap mengadopsi pendekatan berbasis risiko, peraturan ini menekankan sentralisasi kewenangan, penyesuaian OSS, serta pengaturan transisi yang ketat bagi perizinan yang sedang atau telah diproses.
